Measurement and assessment is an essential part of the educational process in assessing student’s performance. It is important not only to measure student performance, but also to evaluate the functioning of the education system, and to assess whether teachers' training is qualified or not. The research was carried out using the screening model which is a quantitative research type. Firstly, in the research, descriptive analyzes were made by using assessment literacy inventory datas and thus, the literacy levels and the missing competence areas (standards) of the teachers were determined. According to the results, it was found that teachers’ assessment literacy level was low. It has been identified that the highest competence area was “skill in choosing assessment methods appropriate for instructional decisions” and the lowest competence area was “skill in developing valid pupil grading procedures”. Secondly, analyzes were made by using t-test and one way ANOVA in order to find out if there is a significant difference. As a result, the measurement and assessment literacy of teachers showed no difference in relation of gender and educational background and showed difference in relation of seniority, branch and inservice training. Finally, a question examination form was distributed to the mathematics branch of middle school teachers and correlation analyzes were made. On the other hand, there was a positive and moderate relationship between teachers’ ability to prepare questions in accordance with the objective and grade level and the assessment literacy levels.
