One of the most important regulations for the development of education systems is
the regulations regarding teacher training and appointment. The aim of this research
is to examine the regulations on teacher training and appointment in Turkey and
Azerbaijan and to develop suggestions for Azerbaijan. Education systems of Turkey
and Azerbaijan are similar but there are important differences between them. For
this purpose, in this study, which is considered as a comparative education
research, the training and assignment arrangements of teachers were examined
and suggestions for Azerbaijan were presented. Within the scope of the study,
articles, theses, papers and reports obtained from the internet and university
libraries in the country and world literature related to the education systems and
teacher training systems of the two countries were examined separately using the
document scanning model, and horizontal approach and current data were
obtained. At the end of the study, students were selected with a single exam in
Azerbaijan, as in Turkey, and after the first stage, no interviews or practical exams
were held; It has been determined that practice is not given importance in pre service education, in-service training is not encouraged, and teachers are not ahead
of other occupational groups in economic and social terms. Considering all these
studies, the issues that need to be changed in Azerbaijan were discussed and
suggestions were made for future studies.
