Schools are organizations that encompass unique cultures, values, principles, and goals. The level to which these organizations can achieve their objectives is associated with their effectiveness and sufficiency. In this study, in order to determine the effectiveness of pre-school educational institutions, firstly a valid and reliable scale was developed and then the role of effectiveness dimensions in the effectiveness of pre-school educational institutions was investigated with the qualitative data obtained from the determined schools. In this context, within the scope of the study designed in a mixed method, firstly, a scale entitled Preschool Education Institutions Effectiveness Scale (PEIES) was developed consisting of 56 items in six dimensions (principal, teacher, family, child, program, school culture) to be scored on a five-point Likert scale ranging from 1 to 5. PEIES’s Cronbach's alpha value of the scale is 0.975, Guttman (Split Half) value is 0.926, and Spearman-Brown coefficient value is 0.927. Within the research, the effectiveness of participant schools was scored between 231.36 and 256. With the purposeful sampling method, individual interviews were conducted with the principals and the teachers and families from the stakeholders of the three least effective and three most effective schools determined among the participating schools, and the interviews were analyzed with thematic analysis method. According to the findings obtained as a result of the analyses, while the principal, child, family and school culture, program and finally the teacher dimension were seen as important in effective schools, respectively; in less effective schools, the teacher, principal, program, family and school culture and finally the child dimension were seen as important. When the effectiveness dimensions were examined according to the stakeholders in the less effective and effective school groups, differences were observed. The results obtained with this study provide inferences about what to do to ensure and maintain effectiveness in preschool education institutions.
