The purpose of this research is to examine in detail of the 9th grade mathematics skill-based activity book prepared by the Ministry of National Education (MEB) according to the mathematical literacy assessment framework and proficiency scale. In this qualitative study, document analysis was used. 211 activities included in the mathematics course skill-based activity book, which was prepared as a resource book by the General Directorate of Secondary Education and based on 21st century skills so that individuals can add and apply these skills to their lives, were analyzed. Activities were analyzed according to the 2022 PISA mathematical literacy framework. As a result of the study, when examined according to the category of mathematical processes, it was seen that the percentage of the employing process was high (69.19%) and the effectiveness of the evaluating & interpretating process was low (4.26%). When examined according to context category, a balanced distribution was not shown. When examined by context category, it was determined that the percentage of the personal category was predominant (46%). When examined by content category, it was revealed that the percentage of the space and shape category was predominant (37.91%). When examined according to the PISA mathematics proficiency scale, it was seen that there was almost no activity (1,89%) at the 5th and 6th levels. It was observed that the book had the most activity (50.71%) at the 3rd level. It was concluded that the proficiency level of the activities was mainly at the medium level. Therefore, it was recommended to include more high-level questions in the newly written textbooks and supplementary educational materials and to distribute the questions in a balanced manner in terms of mathematical literacy framework.
