Abstract
It is required to prepare the students for the departments whose medium of instruction is German as a foreign language in the context of the higher education in Turkey. Also, this education is mostly conducted by School of Foreign Languages at universities. In this study, the program framework developed was prepared to meet the needs of the German preparation classes in Turkey. Thus, this program is supposed to be implemented in the classroom within the appropriate instructional content in collaboration with the instructors. This is developed in flexibility and divided into the content areas to be learned with regard to the different experience and background of the students as well as the variation in their needs. The data collection procedure starts with identifying the universities where German preparation classes have been in progress.
