Government programs cover the policies to be followed in the political, economic, social, cultural and educational fields of a country. These programs are usually implemented as public policies in line with the goals set by governments during their time in power. For this reason, government programs are among the important policy documents. Since the establishment of the Republic of Türkiye, there have been many different political processes and a total of 67 governments have been in office. However, with the transition to the presidential system as of 2018, no government program has been published in the last two government periods. The aim of this study is to examine the policies of higher education, which is the highest level of education, in 65 government programs between 1923-2018 in Türkiye and to examine the effects of these policies on education. As a result of the study, the extent to which higher education policies have progressed systematically with the technological, economic and political dynamics in Türkiye and around the world depending on the government policies or to what extent they have stagnated depending on the political and political conditions of the period is evaluated in a comprehensive manner and it is predicted that these evaluations will contribute to the developments in the field of higher education.
