Mongolia and the Republic of Turkey, as states, are in a historical relationship due to the Central Asian origin of the ethnic communities that constitute them. These two nations have established numerous great empires throughout history and have demonstrated success in ruling vast territories. Although they have come into conflict at various times in history, Mongol and Turkish states have significantly influenced each other. In the present day, Mongolia and the Republic of Turkey share some administrative similarities. This study focuses on these similarities and some differences, particularly through the positions of the presidents of these two countries.
It is possible to analyze the Presidential Government System implemented in the Republic of Turkey and the Presidential System implemented in Mongolia in many aspects. However, this study specifically compares and evaluates the positions of the heads of state, who hold executive power, in their relationships with their respective national parliaments. In order to assess the current governance system in Mongolia, a state that can be considered relatively young in its establishment, a comparison is made with the position of the president in the parliamentary government system applied in the Republic of Turkey until 2017.
The literature review method is used as the data collection method for this study. Data obtained from the literature are interpreted to examine the legal positions, duties, powers, and responsibilities of the presidents of the Republic of Turkey and Mongolia. Finally, an evaluation is made based on the positions of the presidents of these two countries, especially in their relationships with the parliaments.
As a result of the comparison, it is determined that both Mongolian and Turkish presidents have similar duties, powers, and responsibilities as defined by their respective state constitutions. In addition to these similarities, differences are identified in the duties and powers of the presidents of these two countries, and consequently, their positions in relation to the parliament are explored in detail. This thesis is prepared with the aim of serving as a dataset that researchers in this field can refer to.
