In this study, general structure of Secondary Schools of Music and Ballet which are connected to Institution of Higher Education, content of 5th Grade Solfege - Dictation - Theory Class, globally accepted curriculum development models which are also accepter in Turkey and the curriculum development models of Ministry of Education (MEB) are analyzed. Similar procedures and methods are also analyzed. As part of literatüre searching, 5th Grade Solfege - Dictation - Theory Class Curriculum Proposal is prepared. In order to address the needs in the process of program development, a survey was conducted for teachers of 5th Grade Instrument Class in Hacettepe University Secondary School of Music and Ballet/Music Major. Data was resolved and reached to findings with descriptive analysis and content analysis. In direction of findings obtained from the applied needs assessment Survey, gains in development period of 5th Grade Solfege - Dictation - Theory Class Syllabus, content and learning-teaching process were determined. In direction of determined gains, the content was divided into eight units. Therewithal, examples related to music field for taxonomy of Bloom, methods and techniques related to studies of solfege - dictation were presented.
