Türk Eğitim Sisteminde Denetimin Yapı, Uygulama ve Gelecek Yöneliminin Değerlendirilmesi

This research aims to evaluate the structure, implementation, and future orientation of supervision in the Turkish education system, incorporating the recent regulatory changes. The study seeks to analyze the perspectives of ministry inspectors and education inspectors on these aspects. Designed as a qualitative study with an embedded single-case design, the research includes 20 education inspectors working at the Ankara Provincial Directorate of National Education (Ankara Millî Eğitim Müdürlüğü) and 20 ministry inspectors from the Ministry of National Education Inspection Board (Millî Eğitim Bakanlığı Teftiş Kurulu), totaling 40 inspectors. The research data were collected using a semi-structured interview form and analyzed through thematic analysis. The findings highlight the strengths, weaknesses, opportunities, and potential challenges of the educational supervision structure in Türkiye. The general outlook of supervision practices and future trends were also revealed. It was concluded that the strengths of the educational supervision structure are diminishing, weaknesses and potential problems are increasing, and opportunities are limited. Regarding the implementation of supervision, it was found that inspector candidates should be selected based on qualifications, impartiality, merit, and free from political concerns. Additionally, in-service and mentor-based training, along with comprehensive training programs, were emphasized as crucial. The study identified the dual-structure model and the proposal for Education Inspectors' Work Centers-Regions as key recommendations for restructuring. It is recommended that all stakeholders in the education system collaborate to redesign educational supervision, considering policy documents such as the MEB Council decisions (Millî Eğitim Bakanlığı Şûra Kararları). The restructuring should aim to establish a supervision model tailored to Türkiye, aligning with contemporary inspection methods in the context of effectiveness and efficiency.
