Nowadays, the common expectations of the library users are reaching the information by the fastest and the easiest way. In recent years, the increasing use of the internet in every field and the increase in the speed of access have changed the user information seeking behavior on the internet. Depending on the development in information technology, users have become a group that uses digital media tools such as internet, computer, mobile phone. The most prominent feature of this group is that they want to access the information by the fastest and the easiest way. Similarly, innovations in technology have enabled new possibilities for diversity and information access in resource types in library collections. In today's university libraries, there are different library catalogs at national and international levels and databases with different interfaces according to the different subjects. For this reason, users prefer to search on Google and similar search engines, rather than using databases and library catalogs with different interfaces. It becomes compulsory to use web-based information access tools to manage the rapidly increasing number of library resources in today's information environment, to make the simultaneously access possible, and to bring all related resources together. This allows the user to quickly access all library resources from a single platform.
The purpose of the research is to identify the key elements of a web-based resource discovery tool that will facilitate users' access to information resources and to provide a model recommendation that includes administrative and functional implementation steps in accordance with this structure. For this purpose, data were gathered from the researchers and the university librarians in order to determine the user expectations. The data obtained from the study were evaluated and the hypotheses of the research are approved. According to that, they are directed to the accessible sources through the listed relatively and ordered properly results which are searched on a single search box such as Google. Existing web discovery tools are inadequate for fulfilling the researchers information need. A non-commercial platform is needed in the university libraries in our country, providing a quick and simple one interface to meet the information needs of users to search all information sources. In the direction of these proven hypothesis, the general items of the web discovery tool were determined; administrative and functional implementation steps are presented as the model proposal.
