The economical, political, social and technological changes which have taken
place in the recent years have had an impact on organizations, as much as on
individuals, with regard trying to keep up and stay up to date with the
developments of the age, as well as their sustainability. Any change, the planning
of which is based on needs analysis, will bring organizational success and in this
respect, the identification of organizational uncertainty has increasing importance.
While organizational uncertainty affects all administrative processes and functions,
the perception of uncertainty can have a negative impact on not only the
organizational management and functions, but also on individual performance. For
this reason, compiling the literature about uncertainty and developing suggestions
will inform the solutions on the matter.
The general aim of this study is to provide an analysis of scientific publications
which address the main concepts of organizational uncertainty: chaos, complexity,
change, corporate culture, leadership, and risk. The scientific publications were
studied and analyzed within the context of type, heading, content, method, findings
and interpretations, results and suggestions.
The subgoal of this study is to research the headings, types, content, method,
findings and interpretations, results and suggestions of the scientific publications,
which concern organizational uncertainty in education and school administration in
1990 and later. The scientific publications on organizational uncertainty in
education and school management also reflect the research into whether the
content, methods, findings and interpretations, results and suggestions in 1990-
2000 and 2001 and later differ in any way.
The research is designed with multiple method strategy and uses document
analysis method. The data were gathered through document analysis. In thex
interpretation of the data, content analysis was used. In the study, year 1990 is
regarded a critical cornerstone since it was a period of fast-paced and intensive
period of social and political events in the national and international platforms. Year
1990 was chosen as the starting date since the discussion of the studies and
reflections during this period is of significance. It was studied in two phases: 1990-
2000 and 2001 and later.
The research population is comprised of scientific publications which address
chaos, complexity, change, corporate culture, leadership and risk, the main
aspects of organizational uncertainty in education in Turkey as well as education
overseas received by Turkish scientists and school management between 1990-
2016; essays, compiled essays, original essays, technical notes, case
presentation, research note, book critique, interpretations, letter to the editor,
abstract, expert report; dissertations, master’s, doctorate; book- research book
(except dissertation) individual book,coursebook, encyclopedia entry, book
translation, edited book, book excerpt; abstract – abstract summary, full-text
abstract, poster, verbal abstract, invited speaker. The research population
comprised of a total of 121 scientific publications regarding organizational
uncertainty in education and school management. The scientific publications which
make up the research population were compiled by using YÖK (Board of Higher
Education) database, Google academics, and the archives of academic
magazines.
After the scientific publications that make up the research population were
compiled, subgoals were planned as categories. After the publications were
reviewed, they were analyzed under 6 categories of headings, types, contents,
methods, findings and interpretations, results and suggestions. The periodical
differences of the publications which were separately analyzed under two periods,
1990-2000 and 2001 and later were analyzed under 4 categories: contents,
method, findings and interpretations, results and suggestions. The coding was
made based on these categories.
For the internal validity of the study, the data were presented in the findings and
discussion section and after the data was introduced, they were interpreted in the
light of the changes in the legal statute of the Turkish National Education system in
parallel to the periodic changes and developments between 1990-2000 and 2000xi
and later, the reflection of these changes on scientific publications and relevant
literature.
For the external validity of the study, detailed information was provided about the
research design, population/sampling, data collection, data processing and data
analysis. The data records, decoding and analysis transferred to computer are
stored, and the data tables are provided in the appendices section.
According to the results of the research, it was found that in the scientific
publications about organizational uncertainty in education and school
management in 1990 and later, there are studies in the types of essays, compiled
essays, original essays and research notes, however no scientific studies in the
types of technical note, case presentation, book critique, interpretation, letter to the
editor, abstract, and expert report. When looking at the studies produced in the
type of essays in general, it can be said that these studies were conducted in 1999
and later, and concentrated in 2013 and 2014. Looking at the headings of the
scientific research in the type of essays, they are seen to be concentrating on
leadership and management.
In addition to the vagueness in the content of the dissertations, it is seen that the
main concepts studied are chaos, complexity, leadership and management. It can
be said that the content of the master’s dissertations are heavily based on
uncertainty and leadership, while the content of doctoral dissertations, to a large
extent, reflect a study of uncertainty in educational organizations.
It is seen that the books were produced in 2000 and later, increasing after 2012,
and that there were no studies in years 2003, 2004, 2005, 2006, 2008, 2010 and
2011. In this context, it was seen that there were studies in the forms of individual
books, book translations, edited books, book excerpts and that there weren’t any
studies in the form of research book (except dissertation), course book, or
encyclopedia entry.
It can be stated that the abstracts were presented in 2005 and later, that after an
abstract presented in 2005 there were no studies about the matter until 2014, and
that the studies increased in number in 2014. It is seen that there are abstract
summaries, full-text abstracts and that there were no posters, verbal abstracts or
invited speakers. Based on the results of the study, which reveal the scarcity ofxii
studies in the field which address organizational uncertainty with all its dimensions
and with the discussions about the changes in the educational system, one can
suggest that there be more scientific studies in this field.
