The fact that teachers using educational data for making instructional decisions has been a matter of ongoing research interest in the relevant literature. These practices which can be considered within the scope of data-informed instruction play a major role in determining the quality of the instructional decisions. In this study, it is aimed to determine the properties of an information system towards data-informed instruction. This study employed constructivist grounded theory. The participants were 32 volunteer high school teachers from 13 majors. Data were gathered via interviews. A semi-structured interview form developed by the researcher was used as the data collection tool. In accordance with the research model, two-stepped (initial and focused) qualitative data analysis technique was used. In the data analysis process, in accordance with the constant comparison method the data were compared by both the emerging categories from the collected data and data from the relevant literature. The findings revealed the properties of an information system under four components: process, technology, stakeholders, and data. The process section includes planning, implementation, and evaluation stages. The technology section covers the information technology tools that the participant teachers used and their expectations for future use of information technology tools. The stakeholders section includes five categories of people who are in school counselling service, school administration, colleagues, parents, and business environment. The data section includes all types of educational data which were mentioned by the participant teachers throughout the interviews. The conclusions were visualized with the properties of an information system towards data-informed instruction and UML (Unified Modeling Language) through developing use case diagrams. Recommendations both for practice and future research were presented based on the research results.
