In this study, it is aimed to determine and evaluate pre-school education policies implemented between 1990-2019. For this purpose, legal regulations for pre-school education in Turkey have been examined and then the top policy documents since 1990 the proclamation of the Republic of targets set for pre school education education have been analyzed with the realization of the objective situation. Finally developed policies for preschool education have been evaluated in accordance with the views of preschool teacher, pre-school education institution managers, the staff of the General Directorate of Basic Education and non-governmental organizations. In the research, data were collected document analysis and interview methods from qualitative research methods. According to the results of the research; It was seen that the policies for pre-school education included in the top policy documents published between 1990-2019 generally aimed at increasing access and the targeted enrollment rates could not be reached within the specified periods. 6 themes and 11 sub-themes were created by analyzing the evaluations made by the working group in the interviews. In addition to the Ministry of Education; various ministries, government programmes, published top policy documents and legal regulations have been found to be very effective in policy setting. Although many institutions were effective in determining and implementing preschool education policies, there was no cooperation between institutions. Among the most important stakeholders of preschool education, teachers are not adequately involved in the process of making policy decisions of universities and non-governmental organizations.
