Özet
ABSTRACT
The transformative effect of the events that take place on the internationalization process of the capital and the state on the international law has a significant importance. The new order, which started with the internationalization process of the American consumption norms after the Second World War, has gradually increased its influence with the acceleration in the internationalization of capital as a result of neo-liberal policies after the 1980s. After the collapse of the Soviet Union, the influence of the American hegemony on the transformation of international law reached its peak.
The terrorist attacks on the Pentagon and the World Trade Center on September 11, 2001 led to a new war strategy in American foreign policy. The military interventions have been made to the states which act against the interests of the United States, through concepts such as preventive/pre-emptive self-defense in international law or the responsibility to protect in the framework of humanitarian law. International law is used as a tool in order to legitimize these interventions which is tried to be justified on the legitimate basis by using the concepts that is integrated into the international law.
The concept of rogue state is found for this purpose and used to describe the states that cannot realize the necessary state transformations in order to accommodate to the internationalization process of the capital, are non-democratic in Western sense, and act against the interests of US hegemony.
