The concepts of Turks and migration have been related to each other during the history and remained current situation in every period. The process of establishing a national state within the narrowing borders after the Ottoman Empire have continued with migrations to Anatolia. The concept of Turkic foreigner’s policy was at the center of the migration policy for the Turkification of the population during the founding stage of the Republic of Turkiye and the construction of the nation state. The concept of Turkic Foreigner Policy, which is at the center of migration and settlement policy, has an important place throughout the history of the Republic, has brought about the discussion of privileged foreigners in the current migration legislation. This controversial area, accompanied by periodical conditions, continued with the questions of the definition of Turkic foreigners, who it included, and what the content of the policies to be followed by the state. It discussed that; the communities determined by the state to be Turkic foreigners should be provided with more rights and opportunities than other foreigners in matters such as migration, settlement, work permits, and residence permits. The thesis will analyze the content of the state's variable policy towards Turkic foreigners, The main purpose is to examine the state's policy over the years, taking into account factors related to history, political science, international relations and sociology, within the framework of local migration and settlement legislation and international migration texts. The change of Turkic foreigners policy, which continues to exist in the current migration legislation, within the historical events and the periodical politics put forward by the state in current literature, will be discussed in the study. In this work, state institutions official documents, archive records, international texts and academic literature related to the migration field were examined.
