Businesses strive to be successful in their process management. To help them achieve these goals, the concepts of "process and process management maturity" have been developed. Process maturity makes it possible to deliver high-quality and cost-effective products or services. In recent years, with the advancements in technology and software and the increasing importance of new digital technologies, businesses have also felt the need to develop maturity in their software processes. To meet this need, digital maturity assessment models are required to assess the digital transformation processes of businesses and determine their levels of digital maturity. Businesses that comply with the requirements of these models can effectively use their digital infrastructures and achieve high levels of digital maturity. These high maturity levels help businesses have strong digital infrastructures, thereby gaining strategic business advantages.
This study develops a multi-criteria digital maturity model to determine the digital maturity level for businesses' project, product, and R&D activity areas. The digital maturity model is developed in three phases: (Phase 1) determining the criteria to be used to measure digital maturity, (Phase 2) determining the weights of the identified criteria, and (Phase 3) evaluating the digital maturity level. In Phase 1, the criteria to be used to measure digital maturity are determined by analyzing the internal resource application of a business operating in the defense industry, examining similar models in the literature, and collecting expert opinions. In the first step of Phase 1, the internal resource digital software application, which provides the business with Capability Maturity Model Integration (CMMI) Level-3 capability areas (CA) within the scope of process maturity, is analyzed using the corporate architecture TOGAF model approach. The TOGAF model guides designing, planning, implementing, and managing enterprise information technology architecture. Enterprise architecture is considered in four areas: Business, Data, Application, and Technology (BDAT). In this context, the BDAT areas of the existing software are identified. In the second step, a comprehensive literature review is conducted to examine digital maturity models developed in the literature. In the final step, expert opinions specialized in this field are consulted. The results obtained from these three steps are integrated to develop a multi-criteria digital maturity model with main and sub-criteria. In the second phase of the study (Phase 2), the weights of the criteria identified in the first phase are determined. The weights of the main and sub-criteria are determined using the Analytical Hierarchy Process (AHP) method by consulting expert opinions. In the final phase of the study, Phase 3, digital maturity classes are determined, and an evaluation method is presented that determines the digital maturity classes of businesses using the criteria and their weights. This method evaluates a business based on the determined criteria and classifies the business according to the proposed digital maturity levels using the evaluation results and criteria weights. The multi-criteria digital maturity assessment model developed at the end of the three phases is applied as a case study to evaluate the digital maturity level of a business operating in the defense industry. As a result of the application, it was determined that the digital maturity level of the business was "Silver" that is, the medium level "Digital Expert".
With the model developed in our study, a business's digital maturity can be evaluated and its digital maturity level can be determined. Companies can use this model as a self-assessment tool. The model can also guide businesses in systematically adapting to digital change. In the final section of the thesis study, an application of the developed digital maturity model is conducted in a business operating in the defense industry. The business's criterion scores are determined, its digital maturity level is measured using the criterion weights, and the digital maturity class is determined accordingly.
