The first law directly concerning the cinema industry in Turkey is Law No. 5224 on the Evaluation, Classification, and Support of Cinema Films, approved by the Parliament in 2004. Following this law, support for the cinema industry as a part of the creative industries began in 2005. The law introduced the category of "First Feature Film Production Support," providing support to directors who would be making their debut films. This research examines whether these supports have contributed to the development and strengthening of the cinema industry. The findings indicate that the "First Feature Film Production Support" is significant in bringing new directors into the cinema industry. However, it is concluded that sustainability and continuity are necessary for the effective implementation of this cultural policy.
