dc.description.abstractThe process of combating climate change stands out as an important political economy area today and beyond; It requires environmental governance aimed at establishing a circular economy, from reducing environmental pollution to protecting the ecosystem. As a matter of fact, the climate crisis; It is deepening due to the increase in environmental problems and can only be managed effectively with the existence of an eco-economic structure and a multi-stakeholder management. Environmental governance and combating against climate change and pollution; It starts locally, and climate change and pollution decrease with the strengthening of environmental localization. In this context, in the thesis; The UN 2030 Agenda for Sustainable Development and its subsequent calendar have been accepted as the analytical upper framework. Examination of the variables that will guide the climate struggle should include the expected impact value of environmental protection expenditures, which are directly related to public expenditures, as they play a critical role in the management of the process; has been aimed at reducing climate change and pollution. In this context, the characteristics and effects of environmental protection expenditures in ASKİ, as the affiliated administration of Ankara's 19 district municipalities and metropolitan municipalities, for the years 2015-2021 were examined, the composition of the expenditures was analyzed to what extent they were compatible with the fight against climate change, and the policy proposals put forward were evaluated in terms of environmental decentralization and financial It was evaluated that it would contribute to transparency.tr_TR

dc.description.ozetİklim değişikliği ile mücadele süreci günümüz ve sonrası süreçte önemli ekonomi politik bir alan olarak öne çıkmakta; çevre kirliliğinin azaltılmasından ekosistemin korunmasına kadar döngüsel bir ekonominin tesisine yönelik çevresel yönetişimi gerektirmektedir. Nitekim iklim krizi; çevre sorunlarının artışına bağlı olarak derinleşmekte eko-ekonomik bir yapının varlığı ve çok paydaşlı bir yönetim ile ancak etkili yönetilebilmektedir. Çevresel yönetişim ile iklim değişikliği ve kirlilik mücadelesi; yerelde başlamakta, çevresel yerelleşmenin güçlenmesi ile iklim değişikliği ve kirlilik azalmaktadır. Bu kapsamda tezde; BM 2030 Sürdürülebilir Kalkınma Gündemi ve sonrası takvim, analitik üst çerçeve olarak kabul edilmiştir. İklim mücadelesine kılavuzluk edecek değişkenlerin incelenmesi, sürecin yönetiminde kritik rol oynadığından kamu harcamaları içinde doğrudan ilişkili olan çevre koruma harcamalarının beklenen etki değerinin; iklim değişikliği ve kirliliği azaltması yönünde olmuştur. Bu bağlamda 2015-2021 yılları için Ankara’nın 19 ilçe belediyesi ve büyükşehir belediyesinin bağlı idaresi olarak ASKİ özelinde çevre koruma harcamalarının nitelikleri ve etkileri incelenmiş, harcamaların kompozisyonunun iklim değişikliği mücadelesi ile ne derece uyumlu olduğu analiz edilmiş, ortaya konulan politika önerilerinin çevresel yerelleşme ile mali şeffaflığa katkı sağlayacağı değerlendirilmiştir.tr_TR
