Mechanisms within the state that are the reflections of centralization and modernization in the Ottoman State, became more distinct with the establishment of the ministries. The Turkish Republic has inherited this institutionalized form of organization, which has a high legitimacy both exterior and interior. When the Republic of Turkey was established, great importance was given to ensuring economic independence in order to guarantee political independence. In order to achieve this goal, the Ministry of Trade and the Ministry of Economy which are one of the primary units of the central government in the field of industry and trade had served between the years of 1920-1938 in Turkey. There hasn’t been any study on the establishment, maintenance and institutionalization of ministries in the field of industry and trade with 177 years of institutional background. Also in the field of organizational theory, there haven’t been any studies that covers the roles of both the actors and the environment on the emergence and development processes of organizations. However, the conceptual framework provided by the institutional theory and overlapping studies have helped ensure this aim. The aim of this study is to examine emergence and maintenance of industry and trade as an institution at ministerial level within the framework of determined model between 1920 and 1938 in Turkey. The conceptual model determined by using the conceptual framework provided by the institutional theory assessed how the emergence, development, institutionalization and dissolution of trade and industry as an institution at the ministerial level between the years 1920 and 1938 in Turkey and the qualitative data about the emergence and development of the institutions were analysed and the general judgments were tried to be reached. As a result of the study, the findings of the study overlap with the conceptual features predicted by the model regarding the emergence, maintenance and dissolution of the institution's existence. Additionally, general conclusions can be expressed about the emergence and maintenance of all institutional structures with this study.
