Abstract

As a result of the economic developments and changes around the world, countries went to a number of new quests both in terms of the management structure and understanding of development. Especially with the years 1950s competitive economies which began to show itself globally, requiring the formation of a number of cooperation on a regional scale has al-most become mandatory. In these formations Regional Development Agencies came to the fore. The basic aim of this structure which differ structurally according to Country to country and sometimes from region to region, to provide economic, social and cultural development in the region which is established. In the first part of our study, the concept of regional development, changes in regional development policies in the world , the objectives of the European Union regional policies and the tools used examined; it is focused on the development policies before and after the planned period in Turkey, the reasons of the differences among regions and European Union regional policy objectives and tools used and effects of The EU regional development policies on Turkey. In the second part, It is focused on the development of the historical process of development agencies which emerged as a means of eliminating the imbalance among regions; it is examined the general features of development agencies, three example from European agencies is given; focused on establishment, structures and functions of development agencies in Turkey In the third chapter, the example of Western Black Sea Development Agency is examined, The financial and technical support programs of the Agency and the regional effects of investment support activities are discussed. With this study, On the basis of Western Black Sea Development Agency which is one of the development Agency as a new means of regional develoment policies It is examined The practices, problems and distressing aspects of agencies in Turkey and the models are compared with the world, in particular in the European Union, It is tried to find the most convenient and functional model.
