There is an interactive relation between technological developments and cultural
changes. The conceptual basis of the technological developments relies on fulfillment
of new needs and expectations arising from cultural changes. However, technological
developments are also catalyzers of cultural changes; they cause new necessities,
new expectations and new modes of perceptions. In other words, they change the
society. This relationship between the technology and the society is dynamic in the
field of communication. Developments in communication possibilities change the
society. Web technologies have important roles, in times of crisis and on disaster
events, in terms of facilities provided by them and increase in their use. People had to live with high risk of a potential earthquake in Turkey, because of the
tectonic characteristics of the country. Fundamentally, developing awareness and
sensitivity against a potential earthquake and reduce the impact of destructive results
of the earthquake is the task of public institutions. But civil initiatives also have
important roles in performing this task. In this thesis, an earthquake-driven,
participatory, interactive media design was intended to ensure an effective contribution
to the readiness of the society to earthquakes.
