Humanity has needed access to information since the existence of the universe.
Particularly, access to scientific information is important for everyone who produces
scientific information, publishes academic publications and needs access to scientific
information. In this respect, the university libraries where the foundations of higher
education were laid and the Council of Higher Education (HEC), which was established
to manage the scientific supervision of universities in Turkey, play an important role in
the process of accessing scientific information.However, there are some problems in our
country in terms of access to scientific publications and the dissemination of academic
knowledge.With the work carried out by HEC in order to solve these problems, it is aimed
for each university to create an open access archive within its own body, and it is aimed
to support open access archives with an open access policy.In parallel, open access
archives have started to be created by universities in order to carry out access to
scientific information through a certain systematic. In this process, HEC started to collect
data based on university statements on a regular basis regarding the open access
archives and policies of universities. In this study, the data collected by HEC for the first
three periods and the data collected from the open access archives and web pages of
universities in the same periods are periodically compared. Accordingly, it is found that
there has been an increase in the number of university open access archives and records
entered in the archives by periods, and contrary to expectations, it has been found that
university age and university type do not affect the number of records in the open access
archive.In addition, it has been revealed that having a mandatory or non-mandatory open
access policy does not increase the number of records entered into the open access
archive.One of the most important findings obtained from the thesis is that the data
obtained as a result of the study and the data entered in the HEC information form of the
universities are not compatible. Hence, within the scope of the thesis, various
suggestions are presented about the duties of HEC and universities and what can be
done.Some of these suggestions are to ensure that the archive officers are informed
about the subject in order to manage the open access archive content and to avoid
disruptions in the current registration flow, and to raise awareness for university administrations to give more importance to the subject and to ensure that scientific
outputs are included in the archive.
