Abstract

Developments in all areas of life, following the advancements in technology, has caused the people to face new and complex problems, therefore increasing the need for information and data. In order to utilize increasing sources, data mining methods have been developed and became easier to disclose and interprete the many complex relations, therefore data mining tecniques are being used in many areas.It has been observed that the globalisation of trade and open markets has caused the financial interdependence of states to increase, therefore the unfavorable developments in one state to lead other states to a negative course creating a domino effect. In this regard, in order to determine the probable risks that the institutions that are making loans shall face, the evaluations that could indicate the debt paying capacity and will of states is being carried out by credit rating agencies and it is named as long term sovereign credit rating.
