In this study, debates on legislative regulations through mass media in the neoliberal era in Turkey is analysed through a reading of citizenship rights and democracy with the method of feminist critical discourse analysis. Selected columns and news texts of Cumhuriyet, Milliyet, Türkiye and Yeni Şafak which published between 1980-2015 in legislative regulation periods are included in this study. The theoretical framework of citizenship, public sphere and democracy are presented in conceptual background chapter. In the axis of this chapter, feminist implications of citizenship, public sphere and democracy are dicussed. Therefore, feminist perspective is constructed on key concepts which are discussed in conceptual background chapter. Selected columns and news texts are anaylised through this framework in analysis chapter.
As a result of the study, it has shown that the debates on legislative regulations which directly affects women are established by male actors, therefore women’s bodies and moral concepts of men are put forward towards the debates in mass media. By analyzing the arguments that women's citizenship has been negotiated, it is concluded that the legislative regulations that directly concern women from the conservative, liberal and social democrat/center-left perspectives are discussed with masculine views, and thus, masculine citizenship norms are in the center of the debates in the mass media. Thus, this study argues that patriarchy is not merely a social and/or merely a political and/or merely an institutional issue, it is a communicative issue that cuts all these axes, in this regard, this study exemplifies that positionings and practices are directly communicational in these axes.
