Policies which are applied in communication field, have strongly influenced the alteration of
values chain. It can be seen that economic alterations are the propellant powers which play the
boundary roles in transformation of traditional consensus by these policies. Premises which are
indicated and asserted especially in classic and neo-classic economy approaches, give shape
to state policies and reproduce dependence in state’s development literature in the form of
being discussed. With prediction that information and communication technologies witness the
transformations which address to every field of state economy; it is accepted that the
opportunity of catching developed countries is achieved by closing the gap between developed
and developing countries with investment to the field. With admission of this situation, accessing
the position of developed countries, as presented in the prescription which is framed by neoliberal
applications, is constructed on the ability of attending global network with information
society and ICT.
Embodied links in which information regime is from top to down while regulation form is in the
opposite direction, Jessop’s cultural economy politic approach displays an interdisciplinary
attitude. Hegemon politics discourse can be scrutinized with this approach which provides to
see political area as well as economic and cultural area especially with the attitude of
highlighting post-fordist fund regime. In the light of opportunity/threat oriented approach, the
importance of available policy practices, in which a large section of the community is attached,
become more understandable. When the implied power/potency struggle of policy production is
revealed with critical discourse analyses by applying political documents of national, supranational
and international institutions and organizations, naturalized situation and established
hegemony may become more clear. It has been evaluated that Turkey, as a developing state,
has been not only adjusting network policy production by following it; but also forming counterhegemony
against this phenomenon. Discussion about this subject in communication field is
important. In addition to this, it must be considered that the network policy has a direction by
which it corrodes nation-state. As a result of market-oriented approach to network policy, the
situation of not being able to take advantage of state dynamics appears and tendency to
developed states is produced again and more strongly.
