The importance of technoparks which comes up as a result of university-industry cooperation, named as a self-specific (sui-generis) structure is increasing day by day. With the influence of globalization, it is an unavoidable fact that, this rapidly increasing structures provides added value to the countries they are located. Knowing technoparks, evaluating their development processes and have information about technoparks has become a must in both Turkey and world for increasing entrepreneurship and hi-tech production.
The aim of this thesis is researching development progress of technoparks that are taking shape via science and technology policies also evaluating the importance of them for our country. The definitions of science and technology, how technoparks are involved in the applicability process of political documents are the main points of this project.
In the first two chapters of this work, by defining science and technology, how the science and technology policies are getting shaped in such policy documents as Development Plans, Vision 2023 Strategy is stated. In the third chapter of this work; the main concepts and definitions about technoparks are emphasized and their importance for our country is discussed starting from the foundation phase. In the following, statistical informations about selected 8 technoparks (ODTÜ, Bilkent Cyberpark, Hacettepe, Erciyes, Çukurova, Edirne, Ata and Cumhuriyet Technopark ) are shown and interpreted.
In the last chapter of our study which is the fourth chapter, structured interviews were done with Hacettepe Teknokent administration staff, academicians which involves in counselling operations and academic entrepreneurs. Results of that interviews, datas were obtained about, the cooperation between university and industry in technopark is not satisfactory enough, the neccessity of startup companies and leading industrial companies to be gathered more often, the need to application of certain exemptions to the output of the projects in the mass production process after the prototype phase has been obtained etc. Suggestions were made to interviewers in case of providing more qualified working areas and having an increased momentum globally. In conclusion section, an overall evaluation is done and solution suggestions are offered.
