Madde Bağımlılarının Sosyal Rehabilitasyonunda Yerel Yönetimlerin Rolü-Bursa İli Örneği

The main purpose of the study is to examine the services provided by local authorities in the social rehabilitation of drug addicts in the eyes of the beneficiaries. Based on the sample of the Youth and Family Support Center, which closes an important gap in the field of social rehabilitation in combating drug abuse, the role of local governments in pre- and post-treatment support and social rehabilitation of drug users and addicted individuals is to investigate the Case of Bursa. In the research, it is aimed to draw attention to the issue of social rehabilitation of medicine dependents, which is one of the most recent and most important issues of local governments, especially social policies of municipalities, to create awareness and contribute to solution of this problem surrounding our country with new centers to be opened.
The research is a pilot study in which the general screening model based on the quantitative methodology with the reason of suitability for the purpose of the study being conducted is used. Based on this model, the study tried to determine the current state of services provided by local governments in the social rehabilitation of drug addicts in Bursa and the opinions of beneficiaries benefiting from GADEM, a social rehabilitation center. Using the study sampling method, 140 studies were conducted with 489 items registered to GADEM.
9.3% of the substance users participating in the survey and having a mean age of 16.6 are women and 90.7% are men. 9.3% of them are in the ages of 10-17 years (3 of them are early adolescent, 7 are middle adolescents and 3 are late adolescents) and 39.3% are 18-24 years old and 23.6% age 25-30 years, 22.1% 31-40 years, 3.6% 41-49 years, and 2.1% 50 years of age and above. Of the participants, 20.7% are married, 69.3% are single, 9.3% are divorced and 0.7% are married but separate from each other. 38.6% of participants were in Osmangazi, 30% in Lightning, 12.1% in Nilüfer, 1.4% in Gemlik, 2.1% in İnegöl, 5% in Gürsu, 5.7% in Mudanya and 5% in Kestel . The first item used was 79.3% (111 people) escaped. P = .027 <.05 (χ2 (1) = 12.604, p = .027)), 75.7% had started to use substance due to their friend's environment, 62.1% medical / clinic treatment, and 30.7% were files for drug use. A statistically significant association between drug use and criminal case crime was found at a very high level (P = .000 <.05 (χ2 (1) = 80.375, p = .000). Statistical analysis between multiple drug use and self- = .351 <.05 (χ2 (1) = 2.096, p = .351), and 83.6% were observed to have accepted medical treatment after counseling.
During the treatment of substance abuse and after the rehabilitation process, the social worker undertakes a number of roles. These roles are shaped according to different intervention levels (micro, mezzo and macro). When we look at the micro level of the social worker's consulting role, we provide consultation and counseling for the drug addicted individual and his / her family, providing change at the institutional level to make mezzo-level addictive treatment and rehabilitation service better conditions and providing macro policy contribution and assistance in substance addiction. Integration from community requires the social worker to work efficiently in the short, medium and long term (micro-mezzo and macro) levels. Among the activities that need to be urgently intervened are the strengthening of individuals with addictive treatment in the perspective of the forces, the interventions that reduce or eliminate the harms in the social environment, mobilize the resources in society, change the secular legal / political legislation seen in society, and develop the steps to support social inclusion.
A social rehabilitation structures across the country after medical treatment in Turkey seems to be no low success rate of drug addiction treatment is not enough. Societies where addicts are difficult to adapt to social life are those who have the lowest success rate in addiction treatment. This is why collective rehabilitation activities, not just medical treatments, but also ongoing are important for a healthy community. Addiction treatment, on the other hand, is a process that can be successfully accomplished through the full existence of social integration programs.
