Language, the one basic stone of community is a tool that manage communication between people and both provide formation and transfer of culture. To manage communication language is used as a tool and while using this tool speaking is used (Topbaş, 2011). In early childhood period; comprehension, explanation, speaking fluent and supporting communication abilities are the aims of language development. In this period concept development is viewed with the consequences of internalizing common characteristics of object and events. A child externalizes this process by using language and ensures us to observe and form an opinion about the development. Globalization constitutes communication need and these need results in second language education. Today there is no second language education in the programme of early childhood education that is planned by Ministry of Education. Hovewer most of the private schools give second language Education. With this research, examining language and concept devolopment levels of (color, letter, number, size, comparing, shapes, direction-position, personal-social awareness, quantity, time-sequence) children in early childhood period was aimed. The basis of this research is built on the question “What is the levels of preschoolers’ language and concept development, who get and dont get second language education?”. With the results it is detected that the sex is ineffective variable for the language and concept development levels of 2 groups’ children, but age variable makes significant differences in the language and concept development levels of 2 groups’ children.
