Türkiye’de Özel Yeteneklilerin Eğitimine Yönelik Üretilen Politikaların ve Bilsem Modelinin İncelenmesi
Özet
The Republic of Turkey was founded with the ideal of rising above the level of contemporary civilization under the leadership of science and reason. One of the most important steps to reach this ideal is to put forward adequate, robust and applicable policies that will enable gifted individuals to use their great potential for the benefit of humanity and the country. It is also to ensure the development of contemporary and country-specific models for their education. Throughout the history of the Republic, many laws have been enacted regarding the gifted and different policies have been implemented. However, it cannot be said that the education of gifted students is fully provided and that this potential is properly processed and used for humanity and Turkey. When the literature is scanned, it is seen that despite the strategies for gifted students, workshops, congresses, and goals being set, there are major problems in practice. In this study, existing policies regarding gifted people were evaluated, and the BİLSEM model was discussed with its positive and negative aspects. Solution suggestions are presented to the problems related to the policies regarding the education of the gifted and the problems encountered in the BİLSEM model. The study is important because it deals with the education of gifted students from different aspects and different stakeholders. This research was prepared according to the qualitative case study pattern. 9 administrators and 10 teachers working in BİLSEMs in Ankara participated in the study. In addition, 9 academicians working in the department of special talents participated in the research. The data obtained from the opinions of the participants were analyzed by the content analysis method. According to the data obtained, the policies for the education of the gifted are mostly on paper, the policies applied are not followed up in a systematic way, and there is a need for consistent, systematic and sustainable policies for the gifted individuals, Although the BİLSEM model has many faulty aspects, it has been concluded that this model should be continued by eliminating its faults and improving it.
