This study; it has been prepared in order to make suggestions about what needs to be done in order to implement participatory budgeting, which is a budgeting practice that allows the determination of local public services offered by municipalities in line with the demands and suggestions of the people, in all municipalities in our country. By examining the current situation of participatory budgeting practices in Turkey, it has been tried to determine the problems and to put forward what needs to be done for the solution. Today, there is no comprehensive legal regulation for the implementation of participatory budgeting in all municipalities in our country, and this has been identified as an important deficiency. Although participatory budgeting practices are encountered in some municipalities, these practices are limited.
Study; The concept of public service, types of public service, local public services, municipal administration, participatory budgeting, examples of participatory budgeting practices in various countries, studies on participatory budgeting in Turkey, participatory mechanisms in municipalities, the legal framework regarding the applicability of participatory budgeting in municipalities in Turkey and it covers examples of participatory budgeting practices in municipalities in Turkey.
As a result of the study, it was concluded that the current practices in participatory budgeting in municipalities in Turkey are not sufficient. The main reason for this is the implementation of participatory budgeting, depending on the initiative of the municipalities, without relying on a legal regulation. It has been evaluated that the most important step to be taken for the implementation of participatory budgeting in all municipalities in Turkey will be the implementation of a legal regulation that obliges the implementation of participatory budgeting in all municipalities and determines the procedures and principles of this practice without wasting time.
