This thesis is about the concept of public service and the change in the organization of the public service in the neoliberal state period, in terms of administrative law and the evaluation of the changes in Turkey.
In the study, it was tried to examine the public services from a technical point of view and to establish a general definition. However, an alternative perspective has been tried to be developed, especially considering the current political process, to the public service approach that dominates the doctrine. In this context, it is understood that the importance of political preferences in the regulation of national/foreign investment law and the law is shaped accordingly. The concept of foreign investment, which is both the main purpose and determinant of the structural change of the legal system in Turkey, has been associated with imperialism and an explanation has been developed through sociological approaches to law. The main purpose here comes from the effort to understand and make sense of the change in foreign investments.
