In this thesis, a comparative analysis of public policies on vaccination in the world has been made. The main purpose of the study is to contribute to the more effective implementation of similar policies in the future with the help of lessons learned from these vaccination policies. In this context, firstly, a detailed conceptual framework for public policies was presented, and then the history of vaccination practices, the design of vaccination policies, and the implementation and evaluation stages were mentioned. Especially many vaccination policies have been developed in the past in order to protect the society, prevent the emergence of diseases preventable via vaccines, and minimize the mortality rates caused by the disease. For this reason, in this study, a comparative analysis was presented in the context of COVID-19 (Novel Coronavirus Disease) vaccination policies by examining the vaccines developed in order to control the epidemic diseases that have emerged throughout history. In line with this comparative analysis, concrete policy recommendations have been developed for vaccination policies to be designed and implemented in the future.
This thesis aimed to contribute both to public policies, which is a new academic field of study in Turkey, and vaccination policies, which has a long history. In addition, the objective is to make vaccination policies a multi-disciplinary area of research, which has mostly been a subject of the field of medicine in general, by providing an public policy analysis of the topic. It has been considered that the recommendations to be presented as a result of the examinations and findings will contribute to the more effective implementation of future vaccination policies.
