Numerical modeling of rough earth surface has been an important topic for the researchers working on remote sensing and radar applications. Although it is possible to consistently solve forward electromagnetic scattering problems involving the rough earth surface by using finite element method, the solution can be cumbersome because of the computational load that finite element method causes. In this study, a new method is proposed based on coordinate transformation technique to reduce computational load in the finite element method. By using this new method, forward electromagnetic scattering problems which involve buried object under rough earth surface are solved with the help of Monte Carlo method to analyze statistically. Also, the new method is combined with genetic algorithm, which is an optimization technique, and applied to the inverse electromagnetic scattering problem. By solving the inverse electromagnetic scattering problem, information about shape, location and electrical parameters of unknown objects buried under rough earth surface are obtained.
