The phenomenon of aging is effective in all layers of life, from health to social security, from financial issues to family life. Due to these effects, the financing models and sustainability of the services provided to the elderly have been the priority of all socitieties in recent years. Due to this importance and priority, of this research is to examine the financing structure of nursing homes and elderly care and rehabilitation centers, and to analyze their sustainability in the long term. In the research, in-depth interviews were conducted using qualitative research methods and techniques with 15 participants from Turkey and 2 from abroad, selected by the purposeful sampling method. After the Turkish Ministry of Family and Social Services and the Social Security Institution decided to take Germany as a model, two experts were interviewed in Germany in order to add depth to the research and to see the big picture in the world.
Three main themes were reached by interpreting with the content analysis method. While the themes of “Current situation" and “Obstacles and Risks" explained the current situation in Turkey, the theme of “Modelling the Care Assurance System" explained the situation that should exist. On one hand the current status theme is public expenditures, private public expenditures, lack of fair care assurance system, false perception of nursing home, administrative separation and social state understanding, while on the other hand, the obstacles Risks are demographic change, burden of care, wrong construction and legislation. The sub-headings of the modeling of the maintenance assurance system are; design of care level criteria, presentation of service models, multi-leg financial distribution, actors and effects of the model.As a result of the research, all of the stakeholders emphasized that the financial sustainability of institutional care services in Turkey would be problematic in the long run, and that care services should be planned in order to ensure financial sustainability. While planning, it should be determined where and who will take care of the elderly, whose care needs are determined according to their daily life activities, and a multi-level financial distribution should be provided with care insurance, supported by taxes, out-of- pocket payments, supplementary and private insurance. With the diversity of actors, the financial sustainability will be ensured, and all elderly people in need will benefit from an accessible, quality care system that is distributed fairly to the entire population.
