Belediyelerde Yönetsel Kapasite Değerlendirmesi: İç Anadolu Bölgesi ve Arizona Eyaleti Belediyeleri Örneklerinin Karşılaştırılması
Abstract
The aim of this study is to compare administrative capacity of the municipalities with population of 100.000 to 250.000 in Central Anatolia (Turkey) and Arizona State (the United States of America), and to make recommendations for improving the administrative capacity of them accordingly. Increased duties and responsibilities of local governments and particularly municipalities as the most important local government units bring about the debate whether municipalities possess enough administrative capacity to fulfil these duties and responsibilities. In this context, the concept of administrative capacity is defined as municipalities ability to regulate, develop and manage the physical, financial, human and information resources allocated to them for offering their services .
