Abstract
This study identifi es factors which contributed to the development of lifelong learning and literacy
in Turkey from 1923 to 2010. Whilst a brief historical review is given of a range of policies which have
aff ected the fabric of literacy in Turkey, this article invites society to think about lifelong learning, literacy
and libraries as a concept, a process, and environment. The research was based on the survey and
historical methods, and used the range of diverse primary information sources. Important questions that
the research attempts to answer are: How does the pattern of literacy as a concept in process of historical
change contribute to the development of basic skills? What role did the contemporary factors play in the
development of lifelong learning, literacy and libraries? What had been the impacts of educational and
cultural policies relating to Turkey? What eff ects did they have on the subsequent Turkish cultural life?
The results of this article explore and suggest the motivational activities.
