A learning object is a digital object that can be used in the learning-teaching process comprising a learning goal. This study aimed to design, develop and evaluate a new generation learning objects as a learning resource. The research was carried out by design-based research method in two separate implementations with the 11th-grade students at the secondary education level. Each implementation consists of (a) problem analysis of a complex problem in a real-world context, (b) design solution, (c) develop solution, (d) evaluate in practice, and (e) reflection phases. The new generation learning object was designed and developed based on the Information Systems Success Model. At the end of the implementations, the new generation learning object components were identified as content acquisition, active learning activities, formative evaluation, and product creation. The new generation learning object developed within the scope of the study was tested in a real classroom environment and evaluated through the quality rubric, teacher and student interview forms. At the end of the first implementation, the pedagogical quality level was moderate, the content quality and technical quality levels were high. In the second cycle, unlike in the first cycle, the steps of pre-study and formative evaluation were added while students were developing their products, the learning scope and content amount were expanded, and the learning content was updated. As a result of the evaluation, the scores for pedagogical quality, content quality, and technical quality dimensions were examined and the scores obtained in the second cycle were found to be higher.
