Türkiye'de Çok Partili Dönemde Bürokrasinin TBMM'de Temsili Ekseninde Siyasete Etkisi

Abstract

Bureaucracy is claimed to penetrate seriously into political institution and shape democratic politics in Turkey’s multi-party political life. So as to determine whether bureaucracy affects politics seriously as it is claimed and relying on the idea that its effect on politics is proportionate to the rate of representation at the Turkish Grand National Assembly (TGNA), the occupational backgrounds of all deputies elected at 17 general elections from 1946 to 2015 have been reviewed. The effect of bureaucracy on politics has been analyzed by considering the rate of deputies, commission members, ministers, prime ministers, and presidents with bureaucrat background. The assessment of the results of 17 terms revealed that the representation rate of deputies with bureaucrat background at the TGNA, especially at the Council of Ministers, is dramatically high. The average rate of deputies with bureaucrat background for 17 term is found such a high rate as 41.3%. It is determined that 39.8% of the deputies that worked at all commissions within the TGNA throughout 17 terms are career bureaucrats. It is also noted that 678 of the total 1181 ministers (57.4%) appointed during 17 terms are deputies with bureaucrat background.
