In this study, it is aimed to construct the implementation of a professional development system to support teachers' ICT usage. Research was conducted as an action research. Firstly the problems teachers face in relation to current professional development activities to support the use of ICT, and their expectations of ICT usage were determined. It was also determined that most teachers' ICT usage competencies level was at medium level and that they did not participate in any professional development activities to develop these competencies. In order for the professional development activities to be efficient, it is emphasized that the knowledge and skill levels of the participants should be taken into consideration, the active learning process should be supported and the continuation of the professional development process should be ensured. The online learning environment for professional development implementation was structured based on the criteria determined after a literature review and interview conducted with teachers. Data for the study is obtained from three different working groups. During the data collection process, a personal information form, semi-structured interview forms, reliability-tested scales in the scope of the study and online learning media submissions were used. As a result of the research, it was determined that the developed online professional development implementation contributed positively to teachers' use of ICT and the use of metacognitive learning strategies. In this context; an online professional development model has been proposed that can support the use of ICT in teaching-learning process, using metacognitive learning strategies.
