Businesses need to use their existing resources efficiently to achieve their strategic goals
and gain competitive advantage. In general terms, the resources owned by businesses are;
It can be defined as method, equipment, machinery, capital and personnel. Since the use
and application of all other resources are carried out by the personnel operating within
the enterprise, it is possible to say that the most important resource of the enterprise is the
employees. Qualified personnel who have adapted to the corporate culture are a very
important resource for the business. In order for this important resource to continue to
exist in the business, employers must be aware of this valuable resource. In the literature,
activities carried out to achieve goals such as employee satisfaction with their job and
trust in the institution are called "Talent Management". Talent management is possible
by designing and implementing the correct performance evaluation method and process.
Since the most important resource that businesses have is their employees and their
management is directly related to performance evaluation processes, there are many
studies in this field in the literature. Considering the methods and approaches applied
from past to present, there is no consensus on a single standard performance evaluation
method. The main reason why there is no consensus in the studies is that each business
must design a performance evaluation process and method by taking into account its own
corporate culture and employee values. In this study, performance evaluation methods
applied from past to present were examined and a comprehensive literature review was
conducted. Considering the mistakes made in the performance evaluation process and the
deficiencies in past methods, it is aimed to propose a fair performance evaluation
approach that is flexible and includes both qualitative and quantitative data that
businesses can apply to their own processes. The main points of the study are evaluating
employees doing the same job together, examining each job performed by each employee
in detail, and determining the method that makes it possible to evaluate the work done
and employee behavior. For each job performed, the OEE equation, which is used to
measure equipment effectiveness in lean production, will be used. In this equation, in
cases where the criteria determined to evaluate employee performance are superior to
each other, criterion weighting will be done with the AHP method. In the method section
of the study, the steps required to implement the proposed approach are explained in
detail. With the proposed approach, it is aimed for employees to think that the
performance evaluation process is fair, to motivate them to do work and complete
assigned tasks on time, and for managers to obtain detailed information about their
employees.
