In this thesis, starting from the traditional public administration paradigm, a literature review has been conducted on the managerial changes that public institutions have undergone over time and the factors that have caused these changes; first of all, the new public management approach that emerged as a result of the economic, political and sociological developments in the 1970s has been discussed. Then, due to the criticisms, financial crises and corporate scandals, this approach was replaced by the concept of “governance” and its sub-heading “corporate governance” in the early 1990s and its effects all over the world were analyzed. Then, information on the legislative arrangements and reforms that emerged in Turkey in line with the concept of corporate governance is presented, and in the case of the Ministry of National Education (MoNE), information on the duties assigned to the Ministry by the Presidential Decree No. 1, which is one of these legislative arrangements, is given. Afterwards, the Strategic Plan 2024-2028 of the Ministry of National Education, which was prepared within the scope of the Public Financial Management and Control Law No. 5018, was evaluated within the scope of corporate governance principles as a top policy document.
Finally, a survey was conducted on the extent to which the principles of corporate governance in the legislation and the MoNE 2024-2028 Strategic Plan, which is a top policy document, were put into practice by the managers and staff working in the Central Organization of the Ministry and Ankara Provincial Directorate of National Education. The findings of the questionnaire were evaluated, and it was tried to reach a conclusion on the level of corporate governance practices in the central and provincial organizations of the Ministry of National Education. Thus, it was aimed to provide information to guide the Ministry in order to ensure managerial effectiveness, efficiency and productivity.
