Dijitalleşmenin Örgüt Kültürüne Etkisi: Bir Alan Araştırması
Özet
As a result of the development in technology, in public administration, a transformation has begun to take place on the basis of e-Government, where information and communication technologies are widely used. While the e-Government approach ensures that public services are carried out more quickly in digital areas, it also facilitates mutual communication between administrations, citizens and other service recipients. The use of new generation technologies specific to the digital field in corporate activities and public service delivery in Turkey forces the established organizational culture in administrations to change. In this study, the reflection of digital transformation in public administration on organizational culture has been researched in point of the use of digital technologies and its consequences effect on the perception and attitudes of public employees to structurally organizational culture and its the carrier and symbolic elements. In this context, data were collected from a total of 1,090 public employees working in the central and provincial organizations of the Ministry level public institution from which the research sample was selected, by survey method. To the survey study, Denison organizational culture model scale and a general scale related to the basic carrier and symbolic elements of organizational culture were used. As a result of the analyzes it was determined that the time spent by public employees in the digital environment positively affects the perception of the employees on the participation and mission dimensions of structurally the organizational culture and the carrier and symbolic elements of the organizational culture and the decrease in face-to-face communication has a negative effect on the perception of tangible cultural elements. On the other hand, it was determined that the level of adoption of technological transformation and the dependence of the task on technology not have a significant effect for both scales. The findings obtained from the research support the main hypothesis of the thesis study. This study reveals that cultural norms and symbolic cultural elements were be able to transferred to digital workspaces and also in intra-organizational communication a hybrid communication model consisting of digital communication and face-to-face communication developed.
