Türkiye'deki Belediyelerin Etkinliğinin Değerlendirilmesi

Abstract

This thesis is prepared with a view to evaluate the efficiency of provincial municipalities within the framework of regulations enacted for providing a more efficient set of services thereof in line with the developments in the World. Furthermore, it is aimed to determine whether population density affects the efficiency of municipalities positively or negatively. Data Envelopment Analysis and Malmquist Total Factor Productivity Index are utilized in this study to evaluate the efficiency of municipalities of 51 provincial municipalities, except for metropolitan city municipalities. In this study, 6 models have been developed to analyze the services of water, solid waste, park and gardens, financial, fire and development. After the analysis, it is observed that to a large extent there is an economic inefficiency in municipalities.
