Abstract
In this study, the hypothesis put forward is analyzed in a theoretical framework by explaining the U.S. foreign policy based on the basic theories of international relations. In order to accurately analyze the decision-making process of the USA, the current U.S. administration system is studied, and subsequently the U.S. Intelligence Community institutions are discussed by taking into account the historical perspectives. Finally, the U.S. foreign policy of George W. Bush term is examined, by making an asymmetric terrorism definition, and it is tried to be proved how to be effective an inactive intelligence administration in a country s decision-making process through certain examples. This study contains three main sections.In the first section, Conservatism, Neo-conservatism, Idealism, Liberalism, Pluralism, the balance of power, and the hegemonic stability is analyzed.
