Analyse der fremdsprachenprüfungen am beispiel kpds
Abstract
In this study, Foreign Language Proficiency Examination for the State Employees (KPDS), which was administered in Turkey during the years between 1990 and 2013, was aimed to be analyzed. The criteria for this analysis were improved based on a current and international guideline for foreign language teaching domain, which is called Common European Framework of Reference for Languages . Through this analysis, both the grammar and the vocabulary levels of the 80 questions that were asked in 2011 spring term exam with their answer options were identified. In the meantime, not only the concepts such as objectivity, validity, and the reliability of the tests, but also the process of controlling the validity of the exams were discussed. Besides, some historical data on the government officers knowledge of foreign language and the legal basis of testing that knowledge were roughly investigated.
