Türkiye’nin Orta Asya Politikaları (1990 - 2000): TBMM Tutanaklarına Göre

The collapse of the Soviet Union, affected Turkish foreign policy as much as international arena. Turkey used to concern about security, due to being border with former Soviet Union. Just because Turkey had non-interference policy in domestic affairs of Soviet. So she ignored Turkic people’s rights. Within the 1990s, when the Turkish Republics in Central Asia gained their independence, Turkey decided to pursue a more active policy on Central Asia. Turkey's Central Asia policy in the early 1990s became effective in the Turkish agenda, however this situation changed in the second half and recession seen in Turkish foreign policy again.
Turkey's Central Asia policy, followed by the ten-year period, has been the subject of several investigations. Generally Turkey is criticized that Turkey made policies by ideologically. On the other hand, some investigators think despite the fact that the policies were correct, they were inadequate in the field of public diplomacy. Comparing to others, Turkey’s economy was found insufficient.
During this period, most Central Asian policy discussions seen is the Turkish Grand National Assembly. Parliamentary reports are very important, because they are primary sources. In this study, the reports of the Assembly, recorded between 1990 and 2000, were analyzed by content analysis method. With reports, speech contents were evaluated.
The purpose of this study is to examine the most debated period with the primary sources with content analysis method. Influence of party polities to the speech and effects of media are also noted.
According to the analyzed data with Concordance computer program, the speech changing is examined.
It is not possible to get enough information about that period by only examining reports. So, economic situations and political developments are also considered.
