Speech and/or language disorders are among the most common developmental problems affecting children of all ages. Since early diagnosis and intervention are of critical importance in the preschool period, the use of screening tools and programmes creates opportunities for early diagnosis and intervention. The International Classification of Functioning, Disability and Health (ICF) provides a multidimensional approach to the study of speech, language and communication disorders. The aim of the study was to develop a screening scale based on ICF-based parental opinion. The researchers identified 54 different second-line ICF codes appropriate for the purpose and scope of the screening scale. The determined ICF codes were evaluated by 4 experts. An item pool of 46 items was created based on the 26 ICF codes determined as a result of the evaluations made, the third and fourth step codes examined. The content validity was examined by taking the opinions of 5 experts, 3 items were removed and the content validity index was found to be 0.88. A pilot study was conducted for the items obtained and 2 items were removed. The data were collected with 41-item form, 105 children who do have, 105 children who do not language and/or speech disorders and one of their parents. According to the results of the exploratory factor analysis applied for construct validity, a final scale form consisting of 4 sub-factors (language skills, communication, speech intelligibility, attention) and 23 items was obtained. In the known group validity, it was determined that it was able to distinguish between the study and control groups except for the “attention” sub-factor. The criterion validity of the FOCUS-34-TR, which parents were asked to fill out during the data collection process, was examined with its subscales and found to have a negative correlation between -0.282 and -0.717 values. The reliability levels of the scale’s sub-factors were found to be between 0.730-0.933. According to the results obtained, the scores obtained from the developed scale are valid and reliable. In future studies, it is aimed to develop screening programmes in which the scale can be used.
