Collection development policy is the document text which defines the size of the existing collection of a library, maintains or plans development of sources, reveals the power of the collection, displays the relationship between the selection philosophy and general purposes of the institution, and results as a product of freedom of thought. The collection is expected to be suitable for the user in terms of quality and quantity and, in this respect, each public library is expected to have a collection development policy. With this in mind; the structure of collection development services, the condition of the collection development policies at the provincial and district public libraries, and opinions and ideas of directors and personnel in provincial and district public libraries on collection development policies were evaluated within the scope of the survey carried out. The study analyzes current conditions of collection development policies, institutional needs, user requirements and expectations in public libraries offering service in all provinces and certain districts of Turkey. Within this framework, the data required for reconstitution of services and revision of currently effective Publication Selection Regulation was obtained. As a result of the research, the hypothesis “A collection development policy with regard to local and regional requirements and international conditions could not be established in the public libraries in Turkey” and the sub-hypothesis “Application of sustainable collection development policies can be achieved by structuring training programs with the support of universities for the personnel working in public libraries to understand the importance of collection development in a broader sense, increasing the authorizations of the regions in collection development, increasing budget opportunities and the rate of electronic resources in budget, regularly performing public analyses, and increasing the number of personnel with professional formation and providing them with authorization ” were verified.
