This study was planned to develop the Home Program Quality Scale (HPQS) and to examine its psychometric properties. Item pools were prepared to develop the forms of the scales. The forms were prepared to be answered by two groups, the therapist form and the client/caregiver form. Item pools were created to develop scale forms. Content validity was calculated with the responses obtained from the expert opinion forms (therapist form CVI=0.9921; client/caregiver form CVI=0.9974). Accordingly, the final form of the forms was given. The forms were applied to the therapist (n=179) and client/caregiver (n=185) groups. To examine the construct validity of the scale, Exploratory and Confirmatory Factor Analyzes were performed separately for each group. The number of items, which was initially determined as 38 for both forms, decreased to 11 for the Therapist Form and 8 for the Client/Caregiver Form as a result of the analysis. HPQS Therapist Form explained 44.792% of the total variance, while Client/Caregiver Form explained 69.793%. The concordance values obtained for HPQS Therapist forms were χ2/df= 2.664, RMSEA= 0.097, SRMR= 0.06, TLI=0.886, GFI= 0.909, CFI= 0.913, and IFI= 0.914. SRMR, GFI, CFI, IFI indexes acceptable fit; χ2/df showed excellent fit values. The fit indices for HPQS Client/caregiver forms were χ2/df= 3.370, RMSEA= 0.113, SRMR= 0.027, TLI=0.950, GFI= 0.929, CFI= 0.968, and IFI= 0.968. χ2/df, GFI, TLI indices acceptable fit; The SRMR index shows that it has excellent fit values. In the reliability analysis of the scale, ICC=0.998 and Cronbach's alpha=0.868 for Therapist Form; ICC=0.990 and Cronbach's alpha=0.932 for Client/Caregiver Form. As a result of the test-retest, a statistically positive and significant relationship was found. The results obtained from both measurements show that the scale measures consistently and gives reliable results. As a result of our study, it was determined that the scale was valid and reliable in measuring the quality of home programs.
