The goal of this thesis is to find optimum uplink power control policy thatmaximizes sum-rate capacity in the absence of any interference cancellation techniquesfor two-tier networks. Proposed system model is able to cover both HetNetsand cognitive radio networks which will play key roles for next generationcommunication systems. Therefore, system model consists of two types of userswhich occupy different tiers. Tier 1 user suffers from interference due toTier 2 users trying utilize available spectrum at the same time.In this thesis, optimum power control policy under individual peak power andtotal interference constraints for uplink scenario at Tier 2 with two Tier 2users is found analytically and in the case of multiple users, channel-aware TDMA andlow-SNR solutions are given for SISO model. Futhermore, SIMO model isinvestigated and optimum linear receiver and optimum power control policyunder the same constraints are found.
